Talking of IELTS, it is highly recommended to obtain CLB 9 scores i.e. atleast L 8, R 7, W 7, S 7
Since you are a couple, whoever achieves CLB 9 scores should become the primary applicant and the other as the dependant, so that you have a nice high CRS score in the range of 430 to 460 points. A 0.5 increase from 6.5 to 7 in a particular IELTS module will increase you CRS score by atleast 50 to 58 points.

There has been no exact time frame so far as we have seen applicants received nominations anywhere between 7 to 14 months from the time they submitted their OINP application since October 2015.
