I read about a similar query and this is what a senior member told. The NOI you receive is based on the 'information you provide' in your EE profile. If on the date of NOI, the info is not valid (as in your case due to expiry of IELTS) then that voids the NOI itself as it is sent based on your CRS score. Without a valid IELTS, ideally there is no CRS score. So you may have to create a new profile with your new IELTS scores and wait for another NOI. Or else, you can take a wild risk and submit your application to OINP based on the current NOI and see what they do. But do this only if you are prepared for a rejection.
Also, from personal experience OINP doesn't always give the required reply to our queries in the first or second instances as they are trained to give standard replies. But keep persisting, eventually they will guide you. I kept replying back for an exact solution and got the answer to my query after the 4th reply email.
P.S I don't think IRCC can guide you on what OINP does.
