I have applied for OINP HCP on 21 March 2018. My application is currently in DIP status. I have seen many people mentioning Medicals. Is it necessary to give medicals at the time of submission of OINP HCP application? I did not come across any question while submitting the application. Please assist.

No its not !!

Medical comes after you get ITA not before that .
 
Good to know we're both in similar positions! Yes, I think I see the same info as you - only one 2018 HCP application has received a nomination on the tracker (user: theam7). Correct me if you believe this was also Skilled French / Skilled Trades though? As that changes the picture slightly.
I believe nomination is been given on mainly a "First come, first served" basis. I know someone that submitted his application on 12 February, and have received his nomination though not listed in Immitracker. He also claimed a few other people that submitted in February received nomination. However, he moved to DIP on April 26 and got his nomination on 02 May 2018. I also moved to DIP on April 26 but am yet to receive nomination. Difference is that I submitted my application on 01 March 2018.

1) Is it MANDATORY to notarize all translations when submit the application (Human Capital Priorities Stream outland)? My translations were made by a certified translator with pointing this fact in every sheet. Translations were printed on the translation company's letterheads, with seals and signatures.

2) Can a reference letter be in English if the manager who signed it is not good in English? Or it is better to make it in my native language and make a tranlation? Because they may contact him and discover that he can't speak English..

3) All documents should be submitted online? Don't we need to send hard copies?

2. Can do either but preferable to have it in English unless language is a big constraint.
3. Whole process is online.
 
Thanks! And one more question. About ties with Ontario - can I just describe some kind of my settlement plan or it is preferable to mention friends or previous visits to Ontario?

Its ok to demonstrate intent to settle even if you have no connections.

I have got nominated for Ontario province and in the process of uploading the documents required in cic website. Any idea how long it might take for VFS Canada to approve visa once the application is submitted.
