It is an electronic copy that is sent to OINP.

You can place order for a duplicate copy of ECA report to be sent to MCIIT (OINP) by WES by following steps given below.

1. On your dashboard, click on 'Order Report'
2. On the next page, select 'Immigration' from the dropdown list and continue to the next page
3. Select 'No' for Would you like a paper report sent to you?
4. Click on 'Add Recipient'
5. Select recipient as 'Provincial Nominee Program' from the dropdown list and continue to next page
6. On the next page select the radio button for the recipient 'Ontario Immigrant Nominee Program, MCIIT' and mention in the Case Officer's name in 'Attention' field (if you have it, otherwise leave it blank) and continue to the payment page.
7. Once you get the receipt for payment made (payment confirmation page or email receipt), you can print out a copy and submit it as part of the application package.

I had already submitted my OINP package to Ontario during last week of December which had xerox copy of my wes assessed educational credential report. Now, as part of the latest update [http://www.ontarioimmigration.ca/en/pnp/OI_PNPNEW.html] I have ordered a duplicate copy (followed same steps as "quoted" above) for the recipient 'Ontario Immigrant Nominee Program, MCIIT' . Total order came to ~CAD75.

Is there anything else I need to do?. How is that some candidates here are getting a bill for CAD 96 ?.

You need not do anything else. Ignore 96 CAD, go ahead & proceed with CAD 75 payment, WES will process you additional refund of 41 CAD automatically.

Don't worry about that, that C$20~21 is for express delivery. Go ahead and pay C$76

You can either order it now send the receipt of duplicate copy order from WES to ontarionominee@ontario.ca mentioning the following details.
1. Name (as in passport)
2. Passport Number
3. PT NOI Date
4. Express Entry Profile Number
5. Job Bank Code

OR

You can wait to receive AOR, when you will be given a file number and bank draft receipt. Once you get the file number you can send the details mentioned above with file number as the reference.

1) Place the order for a duplicate Report on the WES

website and also add Additional recipient (i.e OINP)

-- Charges will be CAD 75 for this
2) Log out from your Account and wait for about 10-

15 mins (This is an imp step else your next payment

of CAD 20 odd will not show)
3) Log in again and go to Modify your order, There

select Domestic Overnight and pay the fees. Ones

the payment is accepted you will see the total on

your payment change to CAD 96. something like

below ::

Please proceed with $75.71 option. They should process a refund of $41.81 automatically but if this is not done, please proceed and log in a request here for refund: http://wes.org/support/

Since, WES send only electronic copy to OINP, so no charges should be paid for Hard Copy and as part of your initial order for WES assessment, CIC has already been provided access to your ECA report, so, they cannot charge you twice.

Refer below breakup of refund from WES:
$7.91 - Delivery Charges +Harmonized Tax
$33.9 - Duplicate Copy for CIC + Harmonized Tax

I ordered a duplicate copy on Feb 9, 2016 and got refund of $7.91 on Feb 12. I have sent them a request for the other refund based on this input.

Nope, this is applicable only for Primary Applicant.

In my opinion, if you are claiming points for your spouse's education through ECA, it is only logical to assume that OINP might request you to make it available for them to verify it as they do it for the primary applicant. It is not explicitly mentioned in the OINP update dated January 11, 2016 whether the duplicate copy should be ordered for the the primary applicant and dependent as well. We will have to wait and see if anyone got additional document request for spouse's ECA report as well to be shared with OINP.
