OINP - CIC points query

I came to know about the below situation and need expert advice.

For one of my friend, his Canadian experience is increasing by a year next month (Apr), but his CIC score is increased this month, with that experience counted and he has reached OINP cutoff of 400. He also received OINP nomination. Technically, he is not 400 as of this month.. since, his additional year of experience is completing only next month. I understand that for CIC nomination, we can wait for 90 days and apply once he reaches the period. Since OINP nomination window is now only for 14 days, should be apply for it or not?

he should not apply. He is not eligible.

The experience gained must be before the date the NOI was received. OINP's policy. Sorry.

Thanks. If he rejects the OINP now, will he get another nomination this year.. when it re-opens. I know that CIC decline, will get you back in the queue... but, not sure about how OINP treats.
