Is it necessary that the birth certificate should have the name? In India the birth certificate is issued without baby name. Has anyone been nominated without name on the birth certificate?

Just add a LOE explaining that a baby is named only after certain days in your place/culture and hence DOB is issued without a name. Substitute that with a Date of Birth declaration saying that you are the person named "Your name", your address, and your DOB. You just take a Oath in front of a Notary and he needs to sign this declaration. Along with this also add your 10/12th Mark sheet and also college Transfer cert. This would work and it worked for me.

Hi - You can submit your matriculation(SSLC) marks card which has your DOB for OIPNP with the letter indicating that you not do have the Birth certificate.
