His AOR email doesn't mention any request for additional docs or even ECA .
Should I ask him to send his ECA upfront or wait for the email from OINP first ?
They are going to ask anyway so it is better to send it. Ask him to order the ECA and reply to the e-mail that he got.patnikrishna said:

Is this considered as AOR or does the AOR mail have any specific content? Inputs will be appreciated.

This is not the AOR e-mail. AOR e-mail will contain "Acknowledgement Letter" in the subject line. The e-mail will also contain 2 attachments - Your acknowledgement Letter and the receipt for 1500 CAD.sbrs2010 said:
