OIIQ licensed nurse PEQ

Hello,
I am currently in nursing program for DEC in Montreal. With the graduation, I will be having quebec license from OIIQ and be exempted from OQLF test since I have Quebec highschool diploma. When the government website introduces “documents from professional orders” and following:

• The regular licence to practise from a professional order in Québec.
• An attestation proving that you meet the language requirements of a professional order in Québec.

I am wondering if this means with OIIQ license and OQLF exemption, I do not need to provide other means such as TEF, TEFAQ, DELF.
Also, I am planning to apply after I work for one year. Is PEQ a better option than RSWP? Thank you
