Does anyone know how long one should be in canada before they can get their OHIP card?

Another question not related to the previous one.
Concerning taxes, (neither me the sponsor nor my husband have bank accounts in Canada. We wish to open an account and transfer our money. What is the percentage of taxes for the money that we put?

1. You have to be in Ontario for 3 months before you are eligible.
2. No taxes on funds transferred.

This was in one od the threads: "

• be physically in Ontario for at least 153 days of the first 183 days immediately after you began living in the province".

My husband will arrive to canada for his first time stay a month and then go back for 70 days and then come back for gd when would he eligoble?
If we apply the above rule 153 out of 183 he wont make it...
