Recently CIC is asking OHIP record during interview and issuing CIT-520 to submit OHIP record within 30 days. Even an applicant does not have health problem and has not seen the doctor often for last 4 years, still should request the record in advance before interview which will proof that person has valid OHIP coverage assuming of physical residence.

In Alberta they call it "AHCIP" and you may check with Alberta Health at 1-780-427-1432 how to obtain a health record. But if you are applying citizenship soon, you should request from Ontario health for you past years record. Alberta will only provide records from the day Alberta health card issued to you...

I'll apply towards the end of the year, but I've already requested the OHIP record just in case it takes time.

It takes about a month or so. Send your request for Medical Record to the following address:

Include followings in your letter:

Name:
Health Card No:
Date of Birth:
Time Frame: From...... till Present

Not quite clear on this. An empty/blank OHIP record can be representative of either someone who was physically present in Canada but was healthy enough never to seek any medical treatment for 1095 days or someone who was not in Canada. From what I've seen of case law a 'no records OHIP statement' carries little value in proving physical presence.

Even if the record is completely blank, I would highly recommend fulfilling the CIC request as it shows that the applicant is following instructions in good faith, providing requested documentation and acting in an open, transparent manner.

Personally, if the CIC did not request the document from you, I wouldn't recommend getting it. There is little use in borrowing tomorrow's problems for today and trying to outsmart the CIC and the wait times. If they request it, you can get it to them as quickly as possible. Even though OHIP will probably not be able to meet the 30 day deadline, this is not your fault and your citizenship will not be denied by one government agency due to the timelines of another government agency (assuming you place the request in a timely manner).

Regarding the value of this document for applicants who have not seen the doctor often, if they ask for it, just provide it (assuming you have no moral or privacy problems with providing it), rather than trying to judge rather they really want it or will like what they see. Even if you just went to the doctor once, that will show something. Personally I'd still recommend sending it as a gesture of goodwill and transparency even if you didn't go to the doctor at all.

No doubt if CIC ask for it then provide it even if blank. But getting it in advance in the hope it may prove physical presence when it has a 'zero data' profile is pointless. If anything it could go the other way and support the 'not physically present' reasons for refusal. There may be some statistics out there but to go 1095 days over a 4 year period with a zero bill medical statement must fall in the rare percentile!

And how long does it averagely take for them to process your request? Less than a month?

Called Service Ontario today and lady on a phone confirmed that they wont send notification message by email and if it takes more than 30 days I need to call them back and ask for assistance. Hopefully I should get it by the end of first week of June.
