I have OHIP and am holding an open work permit (PR application under way)

My wife is also holding an open work permit, but she doesn't have a job right now.

In this case, can I apply OHIP for her? Or is it mandatory she has to find a job?

Simple, just go to Service Ontario and find out. Once you get the answer come share it with everyone.

In case she is not eligible there's always private insurance you can apply for- which can cover for pretty much same things with same basic costs.

Manulife would be a good choice and their plans will take care of medical expenses, hospitalization, repatriation, prescription drugs etc. You can look up their quotes and coverage on this page:

Once she gets OHIP you can cancel private cover and refund unused premiums.
