Officer refused to send pr card because I'm doing soft landing

I landed in Toronto yesterday and was planning to put my cousin's address to receive pr card
However the officer asked me how long I'm staying and I answered honestly (few weeks only) . The officer then said the he can not send my pr card to my cousin as I wont be there (takes 8 weeks) and he said that when I decide to come back to Canada and stay longer they'll send me the card. He stamped my copr as a permenant resident and I got my sin number next day.

My question is...can I send to IRCC telling them to send my pr to my cousin as I intend to stay longer??
