does anyone know roughly how long it takes for an employer to get the "offer of employment number' after paying the employer compliance fee?

Without your employer support seems like a non starter. You need your employer to start the process. Nobody can predict rejection even with COVID in play other than do not expect the process to be that quick currently

You cannot apply on your own. Your employer must submit the application. Without support from your employer, you can't move forward.

There are certainly ICT visas being approved now.
