If I get an offer letter(unconditional), is that means my seat is reserved in that college??
I have one more question --- Suppose I got an offer letter from a college in August month (My case is September Intake), Suppose at that time many students went to canada in the same course in same colleges . Is that means, I will not get admission in the college?? just because the seats are full?? or Suppose at that time No. of International Students exceeds its limits (Approx. 20000 per intake from India, not sure about this), then embassy will reject the case ??

But mostly, If a college issued an offer to you, it means they reserved a seat for you until the fees due date. Many colleges will ask you to pay a tuition deposit within 30 days of the date that you received the offer. You could find details on your offer letter.
