They can not tell you to apply for a work permit before they will hire you because unless your spouse has a work permit already or is a student, you will not get one. The employer first has to apply for a labour market opinion for you, proving that they advertised and found no qualified or willing Canadians or PR's for the job. If the labour market opinion is approved, you can apply for a work permit.

You can read about this process here:

http://www.cic.gc.ca/english/work/apply-who.asp
http://www.hrsdc.gc.ca/eng/workplaceskills/foreign_workers/temp_workers.shtml

You can look for jobs on different websites. You can try some of these:

http://www.canadavisa.com/career_zone/canadian-immigration-job-search.htm
http://www.jobbank.gc.ca/
http://www.eluta.ca/
http://www.monster.ca/
http://www.workopolis.com/

Educate yourself about the process so you can educate your prospective employers.

@ goutamdasht:

you got to provide a little more info than a 2-liner - what kind of job category are working in and what kind of visa is the employer referring to...

you cannot apply for a work permit yourself (this is done by the employer that wants to hire you) but you can apply for a PR (permanent residency). As the PR process takes some time, they maybe want to know whether you've already applied for the PR and are close to getting a PR. This would make things tremendously easier for them...

Yes, until you are PR, you will need a work permit. If the PNP has already approved you, they can help you so that you do not need an LMO before you can apply for a work permit. I hope it is Ontario PNP you are applying under though. If it is another PNP, you should not take a job outside your province while your application is pending.

Talk to the PNP. Since you are not being sponsored for PNP by employer, it is different but you still have to convince them that you are planning to settle in AB. If you take a job in ON, you have to convince them that you still intend to settle in AB when you get your PR. Recently, immigration has been stopping people from landing who they believe have no intention to settle in their PNP province.
