I don't think those steps mean anything for a student's application. A VO can do all those steps in 10 mins, especially for SDS.

Looks like they don't send messages anymore. Just check your application status on their website.

Eligibility review started and medical request on November 29th
Medical passed on December 7th
BVL on December 15th
No update after that, still waiting for a decision

Does anyone know how long it takes between eligibility review started and the final decision?

there are people who receive decision in the same day that eligibility review started and there are people who their eligibility review started more than two months ago and didn't receive decision yet
