Given the focus on temporary / not filled positions ('term and other temporary'), it suggests that programs that grew recently / are being cut back will be hit first.
That said, there will inevitably be some disruption - even if only from people moving around within the ministry. Eg 'temporary' / term hires that happen to be in citizenship having their terms expire (and being replaced by permanent staff moving from other programs that are reduced/shut down).
