My test invite PDF doesn't have the "outside Canada" section at all with instructions to email them. It doesn't say anything in the Eligibility section about being inside or outside Canada. Does this mean I can take the test outside Canada without having to do anything else?
Congrats on the test invite.

That’s tough to answer, searching the forums some have given it outside without any issues and some recommend reaching out to IRCC and rescheduling once you are back in Canada (however, this will potentially delay the application). Maybe @forw.jane can guide on this one..

I don't want to delay the application, but a flight back to Calgary is $900 USD and Toronto is $600 USD. They removed the section for a reason right? Does that mean they don't care where you take it from, since it's online?

If I can avoid $600-900 USD, I would definitely like to.

They keep adding and removing that section. If its not there means you can give the test without asking for approval for giving the test from outside Canada.

Hi and thank you. Is there a source for that guidance? I see that @JaxT tagged you, but I'm not sure if you have special knowledge or what.

If I were in this situation, I would consider taking the test outside Canada to avoid further delays in my application. However, this decision carries a minor risk of IRCC auditing the test location. That said, since there is no explicit rule in their test instructions (can’t find on their website either) that states that the “online test” must be taken within Canada, the likelihood of encountering issues seems low.

My test window is January 10 - Feb 8. The processing office is Montreal. The test invite pdf contained a section regarding taking the test outside canada. Essentially, they asked to email them the proof of departure from canada - I sent my plane tickets and the return date. The responded 2 business days later instructing me to take the test during the testing period and then once in canada, send them a proof of return. I completed the test Jan 10th and it's marked completed on the tracker.
It's not exactly a source of guidance but sharing some anecdotal data :)

Can I have a screenshot of your eligibility section from the letter? I will provide the same once I am back at a computer.
Edit: We have exchanged eligibility sections privately and mine is identical word for word, except mine does not have the "outside canada" last bullet point.

My wife's should follow in about a week and a half. I will see what hers says. She has a different submission/AOR date than me. We chose to apply separately, in the event one of us has issues. That way the other will remain a permanent resident, even if outside Canada. I didn't put her dates here since I didn't want to confuse the admin, nor did I want to make a new username.
