You can create technical issue webform but kids application don't see any progress. They just complete in the end when parents application completes. Not sure if you still want to put effort in sorting it out.

If you applied online, how come the delivery date is so far from the application date? Did you submit your application online on Oct 9? Did you receive a submission confirmation email straight away? What did you receive on Oct 22?

you need to call IRCC- try to do this at 8am or between 8-10am, best chance of getting your call answered. that's definitely weird and either it went to your junk or something went wrong with your application.
