Any idea why this final step is taking longer than even other steps that supposed to take longer

Yes but this is the same thing for other steps as well, and those steps requires investigation, etc. The got completed pretty fast.
The final step requires a judge and there's a limited number of them compared to regular IRCC workers

Is there somebody else who is still waiting for update of background verification?
Most of people here already got it even before taking citizenship test, but I didn't get it yet.
On 18th December, 2023, there was an update of the citizenship test. Nothing has been changed yet since then. So, I'm just waiting.
I really have no idea about reasons for that. Please let me know why. It is quite a lot frustrated.

The only thing I have marked as 'Complete' is the Citizenship Test. Everything else is 'In Progress', apart from the Oath which is 'Not Started'.
My gut feeling is that we'll get the Oath date at the same time as everything else is marked to 'Complete'.
I can't imagine they get people to do the Citizenship Test before checking background information.

SCR office is now working on August applicants' LPPs!! Almost two to three months behind the other offices.
What if you are out of Canada when they schedule an oath? Can you resched it? Thank you!

The tricky part starts when you email them asking for reschedule. You need a solid reason for it.
