I will submit my new police clearance today so I'm quite relieved. Biometric is scheduled for next week.

Hopefully after this, we hear more news from them. I was finally able to link our application to my account and ecas - both are "in process".

I’ve submitted my spouse application on October 28th, 2020 and today I received message stating that your application is rejected. CIC just returned digital copies of my application. What could be the next steps to resubmit application again?

First of all, did they give you a reason for the rejection? That would help in knowing what should be done differently.
 
You will have to resubmit and I would suggest putting the package together again from the start as the signatures may be too old now. Check for updated forms. Check the IRCC website under common mistakes. You want to be careful as they don't check for all mistakes if they find one. Male sure to use N/A in any blanks, including the checklist. Provide ple tt of proof of relationship. Follow that checklist, it's the best guide of everything in my opinion!

For IRCCs purposes they consider them valid for 1 year. So, if yours is still OK, use it. Keep in mind, you may be asked for a new one later in if it reaches 1 year expiry. Best of luck to you, this is tough!

3. Check fees it's now 1050 for principal applicant including landing fees.

No. you can resubmit your receipt. just double check it's the same price since you last paid. And again, if your PCC is less than a year old, it's still valid. They will request a new one if it passes the 1 year.
 
Ahhh I reread... they returned digitally. Well that complicates, eh? I can't remember, does the PCC need to be original or can it be a copy?

I got my medical request today too. Phew, I'm so relieved. The only problem I have is there might be a possibility that the VAC is closed because the city was put on lockdown a few days ago :/
