AOR does mean that the application WILL NOT be "returned" for being incomplete. It can be "refused" later if the applicant doesn't meet the requirements. But "returning" is NOT the same as "refused". So, @harirajmohan is right - Once you receive AOR, your application will NOT be returned to you for being incomplete.

In my case I have just background complete. Others status In progress. Exam passed.

I have sent my Citizenship Application on October 28, 2020 to Regular Mail Address by Canada Post. I have not yet received Application of Receipt from IRCC. I tried reaching out to IRCC through WebMail and Phone however they are still unable to see my application updated in their system. Has anyone in this forum faced similar issue?

Yes! My husband applied oct and he hasn't heard a thing till we contacted our local MP... then funny enough we get a reply from the MP office that AOR was sent July 29th 2021... 9 months after the application was sent... but we still dont have the AOR email yet...I would contact your local MP to look into it..
