I see there are many updates for Oct applicants, wondering how many ppl have background check complete in late March 2021 but still haven't received any more updates? How long does it usually take to get from background check complete to other sections completed(to receive test invite) as well?

If my application is oath ready, can i still expect IRCC to ask me for finger prints or passport copy? Asking because the passport i submitted during application process has now expired and I now have new one.

No. Fingerprints, passport copies or interviews don't usually occur after "Decision Made" (after Prohibitions is set to "Completed")

Yeah the wait seems to be longer. I dont see your info in the tracker of Oct 2020. Did you provide all your details to admin?

There is no need to send PR card unless they have explicitly asked you to. Read the request letter. If it says passports, then you only have to send all the pages of your passport (all passports that were valid during your eligibility period).
