In case after the submission of application, if there is a change in applicant's situation such as
Job change OR martial status OR legal case application etc.
Is there a requirement to inform IRCC about it? What type of changes are required to be highlighted ? and how? when ?

I believe Marriages, Births, Deaths, and changes in address / contact information need to be conveyed to IRCC.
With the job, however, notice how they refer to it:
changes that could affect your eligibility for the program you’re applying for, including changes in your:
- job situation
- education
- language skills
As you can see, there is a caveat, "changes that could affect your eligibility for the program you’re applying for". It is up to you to evaluate the impact this will have on your eligibility, and accordingly raise a CSE and inform them or not.
