HI,
i have submitted my application on October 25 and CIC returned in on January 21. I sent the same application file with the required docs and CIC received in three days
My question is: how should I start count my timeline? is it October 25 or January 24?

Check you mailbox, maybe it was returned.

Mine was received October 21, Then I saw most of those applicant got an AOR, I had a feeling already that my application will be returned.
Return date January 21, 2020. It was sent via Canada post January 14, 2020 based on letter of explanation.
