I understand the frustration.
I do agree that if they want an interview after asking for passport copies it's most likely related to physical presence requirements. And... no, the delays do not make sense in anyway.
The internal ICES report (which logs entries to Canada for each applicant) for my case was produced March 2020, and one of the trips I had declared did not appear on the report (meaning that the border agent did not properly record my entry into Canada for that trip). It was not until October 2021, 19 months later, that they decided to tell me that they wanted to look at additional evidence, and then it took them 5 more months to review the submitted documents. For a while, I was pretty sure I was going to get an interview or hearing.
At least if there is an interview it means that there is movement on your file. Hope it goes well!
