Biometrics pendent

I didn't pay for Biometrics yet. So I am wondering if I could pay and receive the corresponding letter to do biometrics. Or do I have just to wait and IRCC will ask me to do at some point? Thanks for any reply!!
 
I have a dumb question, if your application is being processed at CPC - Ottawa does that mean you can expect PR email only during their office hours ie 9 to 5 EST only on weekdays?
