My status changed a week ago from 'BG not started yet' to 'we are processing your BG check'. AOR 7/10/19, Med passed, Biometrics completed, Eligibility not done.

I raised a web form last Friday to get an update on my PR application. Today, I received the below response.

All the required documents and information have been received by the responsible office for the moment.

Furthermore, we can confirm that:

• The eligibility is currently valid.
• The security background verification has not been initiated.
• The criminal background verification is currently valid.

My question:

What does "The eligibility is currently valid." mean?
Does anyone know when do they start the background verification?

Currently, my application is being processed at CIO Sydney Nova Scotia. My AOR is October 10, 2019.

I appreciate if someone can answer my silly questions.
