The situation regarding COVID-19 is changing rapidly, this post is current as of March 26, 2020.
These are stressful times for everyone. Global solidarity in the fight against the spread of COVID-19 drove governments to extraordinary actions and Canada is no exception.
The Canadian government has provided clearer guidelines with respect to the travel restrictions into Canada.
Canadian Citizens and Permanent Residents along with their immediate family members continue to be exempt from travel restrictions. An immediate family member means: “The spouse or common-law partner of the person; a dependent child of the person or of the person’s spouse or common-law partner; or dependent child of a dependent child referred herein”
Restrictions on travel by air have some exemptions which apply to asymptomatic Canadian Citizens, Permanent Residents and certain exempt foreign nationals.
Exempt foreign nationals are those who have been in Canada or the US for 14 days or more before their flight, as well as those who already have a valid work permit or study permit.
In addition, individuals who were approved for Permanent Residency awaiting travel for landing will be allowed to travel.
Travel across the Canada-US land border will continue be restricted to essential travel. While it is understood that leisure travel is non-essential, the governments did not provide an interpretation for what “essential” means. People who regularly travel for work across the border, especially in the medical field, will likely be deemed essential.
Everyone, except for a narrow exceptions, who enters Canada will have to be in self isolation for 14 days to monitor symptoms.
Canada Border Services Agency (CBSA) also issued a statement deeming “flagpolling”, or travel to a port of entry for receiving immigration services, as non-essential. As such, all applications should be submitted online.
Lastly, the current measures are presently set to expire on June 30, 2020. Depending on development related to the control of the COVID-19 pandemic, this date may change.

You're inside Canada right? apparently "Flagpoling" is considered non-essential so it is not allowed this time...

below statement is conflicting with above, hence the question.
"In addition, individuals who were approved for Permanent Residency awaiting travel for landing will be allowed to travel. "

But now i called the CBSA, they confirmed that flagpoling is not allowed now.

They are only allowing people outside Canada to land for now... but when you are inside Canada and wanted to do flagpoling, CBSA wont allow it.. I guess you just have to wait.. when is the expiry of you COPR?

We cannot do PR landing as we are already inside Canada. We have to wait until this COVID resteictions are over. Only people outside canada who have COPR and already made their travle plans which I believe falls under below scenarios like booked flight tickets, left job in their home country or or have job offer already in canada are allowed.

By any chance do you know, can we chang the job with COPR?

I have one offer, but not able to take this up as I'm not a PR.

The statement is only valid for the persons who received COPR before Canadian government closed borders in March.

Hi. In their call centre page it was writing April 2 before. Few days ago when I checked the webpage again, the date was removed. Best option is raising a webform when needed.

ALL INLAND COPR WILL HAVE TO WAIT BEFORE LANDING. HERE IS THE REPLY I GOT

Thank you for contacting Immigration, Refugees and Citizenship Canada (IRCC).

The Government of Canada is closely monitoring the novel coronavirus (COVID-19) and any impacts on IRCC clients.

To manage the outbreak of the coronavirus disease (COVID-19), the Prime Minister announced travel restrictions that will limit travel to Canada.

We understand that these measures will affect several IRCC clients, including those who have received a Confirmation of Permanent Residence (COPR) and are currently inside Canada.

  • Validating a COPR at a Port of Entry (POE):
    • due to the current travel restrictions, you should not
    • travelling to a POE from inside Canada for the purpose of getting immigration services is not considered essential travel, and you will not receive these services.
  • Appointment at a local IRCC office:
    • all in-person permanent resident landing appointments at the local IRCC offices have been cancelled until April 13, 2020,
    • local offices are reduced to critical services, therefore, no appointments can be scheduled at this time.
  • What happens next?
    • maintaining a legal temporary resident status is an important requirement. If your status is about to expire, you must apply online for an extension (visitor, student or worker),
    • we invite you to visit our website regularly to receive up-to-date information as more announcements are made.
