Its more than 1 month we got our file number but they didnt send us medical letters!!

I received a letter just now requesting for my passport to be sent to locall VO. Is that already PPR, different from COPR?

That is PPR, congrats! COPR (Confirmation of Permanent Residence) is the document you get when you get your passport back with Visa stamp.

I have not been able to link my application to the GCKey. I have tried all combinations to no avail.
Does anyone have a suggestion?
Also, if I do not link it what would be the consequence, would it halt correspondence? as I am still expecting Medical request and SA and other communications.

There's no consequence to not linking. Did you put 2 as number of applicants (assuming application is just you and your spouse)?
It really depends. My husband got his biometrics request a few days before his medical request. I don't think there is a specific order
