If you meant call centre "agent"... they may not have access to such information. My wife did FP in the GTA; RCMP (Ottawa) confirmed it was mailed to the Toronto office about 48 hours after it was processed. So, they (CIC) should receive it within 3 business days.
FP and test are unrelated. Some people got FP request and test invite on the same day.
Those who got FP request assumes so, because the letter says: "In order to continue processing..." or something similar

My ecas turned to “in process” on Jan 23

Probably a generic template that means a decision cannot be made on the file till FPs are provided.
Knowledge Test / Eligibility and Background, Criminality checks run in parallel from what I've seen on this forum. In-fact some people got/get an FP request after their test.

I am also having trouble updating my contact info. First time I changed it, they got it wrong again. No changes the second time. Oh well.
