Good perspective, it looks like for some people this issue is the highest achievement in their life. Unbelievable. I would rather stay PR and have good payed job than have citizenship and be unemployed or work for minimum wage!!!
All the little things matter in life, for you it might not be an achievement for me it is. PS - I do have a good job and earn well

If you have provided email address on the minor application, then you should receive AOR for the minor via email. Otherwise you should receive acknowlegment via regular mail.

I did provide my own email ID for my kid as well. I was of the impression that the AORs for each family member will be sent more or less together. Could anyone let me know how long usually is the lag between receiving AORs for the members of the same family when applied together?

Question:

One of my friends applied for Citizenship in Oct, 2017 under 3/5 rule--> Got AOR in November --> IP on Dec 07 --> Received a letter yesterday from Sydney dated Dec 18 saying preliminary review on his file is complete & that his file has been sent to Program Support Unit for final review.

Does anybody know what all this is about and how his application might/would be delayed as a result? Any use applying for GCMS notes?

In the AOR it says it was received by the Sydney office which I assume all applications are. How do I know which office is processing my application there after should I just assume it is Ottawa as that is my closest office or can it be any random office?

Typically, it's the closest office to you. If there are multiple offices in your vicinity, then it could be any one of those. Rest assured it won't be too far from you.
