Hi, I am getting worried now. I passed the test on Feb 1, however, the decision is still not made. Is this normal? Should I call them or wait till March?

My application (submitted on 13 oct 2017) is returned today as incomplete, i included IELTs-Academic, but it is not acceptable to them, they only accept General Test.
Please advise me regarding the following:
- I am planning to include Language proficiency document and return the old application is it okay? Previously it was a family application but now I will apply separately as other members of my family can not provide language proficiency evidence at this time.
- I will send the old Application Fee which is for three people, will IRCC refund me the fee of two other members of my family as they will apply latter.
-Is one year Graduate Certificate of a College ( one year diploma) acceptable for IRCC as prove of language? Or can i submit the college language placement assessment test result which is just a piece of paper, written by hand?

Hi, sorry to hear that. Is the date on your application, when you signed, older than 90 days now ? If so, IMO, you would need to fill a new application unfortunately. I'm not certain if returned applications are exempted from this, but better be safe and fill a new one.

From the guide,

Note: Your application will be returned to you if it is:

  • not signed and dated
  • dated more than 90 days before we receive it
  • post-dated (dated into the future).
You can use the same fee receipt, however. I don't think it expires.
Is the college in Canada ? If so, should be able to submit the graduate certificate.

Again, quoting the guide,

You attended or are currently attending a secondary or post-secondary education program in English or French, either in Canada or abroad.

  • A degree, diploma, certificate or official transcripts from a secondary or post-secondary education program showing you studied in English or French, in Canada or abroad.
Do you mean the LINC placement results ? Then no, those are not accepted.

Can I provide my LINC/CLIC placement test as a proof that I meet the citizenship language requirement?
No. You must provide evidence that you have reached CLB/NCLC 4 or higher in speaking and listening as part of a LINC/CLIC course to meet the language ability requirement for your citizenship. A placement test done by a LINC/CLIC assessment center is not accepted as evidence.

That could be the same template that they attach to every returned application. I don't think it usually takes them 3 months to return an application. I would suggest to be sure before using the same application, assuming the date you signed is older than 90 days or will be by the time they receive it.

If i were you, i would fill a new one.
