I am not sure. I do not critique the spreadsheets. Moreover, what does "many" mean? At least 40,000 new citizenship applications were made in October 2017 alone, and I believe there have been well over 100,000 new applications since the new 3/5 rules took effect in October. I have identified 22 forum participants reporting PPQ-QAE (a procedure I am following and offering ongoing observations about in the topic titled "
RQ versus Physical Presence Questionnaires, including CIT 0205"), but not all those are applications made since the change in rules. Some of these have reported receiving "RQ" but the content of their posts indicate they actually received the PPQ-QAE (including the questionnaire CIT 0205) and NOT RQ (CIT 0171).
In contrast, off the top of my head I can only think of a few forum participants who in the last six or so months have reported RQ which is clearly the CIT 0171 version, and as I recall these are (as I previously suggested) not pre-test RQ. Nonetheless, as I said in the post your query addresses, my sense is that IRCC still issues some pre-test RQ, which would be based on screening applications for risk indicators at CPC-Sydney prior to the referral to the local office (I further added that I doubted the timeline for this was "consistently less than 3 weeks").
The discussion in the topic titled "
RQ versus Physical Presence Questionnaires, including CIT 0205" is actually intended to follow both RQ and the PPQ process, but it has been dominated by PPQ because that is what forum participants (so far as I have been able to follow) are reporting. Thus, if some of those who applied for citizenship since the changes (October 11, 2017) have reported receiving RQ, especially pre-test RQ in particular, I would appreciate seeing posts and links in the the topic titled "
RQ versus Physical Presence Questionnaires, including CIT 0205" to assist the forum in following reports about these similar procedures. In particular, I would be especially interested to see posts by anyone recently reporting pre-test RQ rather than the PPQ-QAE . . . it would be helpful to confirm that the pre-test RQ process continues.
I do not follow the spreadsheets much. I know they are popular here and many vest quite a lot of interest if not faith in them. I do not. At times, and perhaps these last few months are an example, they are active enough and kept current enough to offer some useful albeit very general information. Over the course of years, much of the time participation tends to fluctuate and wane, and the reliability of information in the spreadsheets is sporadic, and even at peak participation the sample size and representation is insufficient to support substantive or statistical inferences or conclusions. I do not dismiss them altogether. They can be helpful in rather narrow respects. For example, October applicants can look at the spreadsheets and recognize not every one has received AOR or had their application returned yet, so for those who applied in October and have not yet gotten AOR, for example, there is no reason to panic and go chasing unnecessary inquiries to IRCC (albeit more than a few have, some making a second application for example, some submitting ATIP requests, many unnecessarily telephoning the IRCC call centre).
It may warrant noting that between May 2012 and through 2013 (declining significantly in the latter part of 2013), yes, very much yes, the overwhelming majority of RQs issued in that period were pre-test RQs. That was the OB 407 implementation debacle. In the second half of 2012 in particular, the percentage of applicants issued pre-test RQ jumped higher than 25% for a number of months. The system nearly crashed.
