You can wait till last date of your wp expire date if not received aor just apply bowp with explanation letter.

Chances without AOR, bad.
Changes with AOR, good ( if your current WP is due to expire in the next 4 months ).
It does not matter whether you currently hold an open or closed ( based on LMO ) work permit.

You're missing one important word in your statement:

But there WERE lots of people getting bwps

Yes, there were a FEW people who got the BOWP approved without AOR or more
than 4 months left on their work permit, but CIC changed the rules and operation manuals and now
you're not eligible without AOR or more than 4 months left on your WP.

It is up to you to apply without AOR, but chances are your application will be rejected.

I think between 62 to 66 days for aor no any way to get aor faster its depend on cic only
