One or multiple draft for address to “Consulate General of India, Toronto" (if you are applying at Toronto or Brampton, should be fine. Rest of the payment can be done at BLS either through cash (they insist on exact amount) or debit card if you are applying in person.
If one of the application is returned than the issue is that with one draft you are looking at a challenging situation.
Hence I will suggest you to make individual drafts for each applicant.

BLS conveniently goes color blind when it comes to photographs, that they cannot see beyond the BLS pantone shade cards :D

If you have file ref #, you may want to check the OCI site as well VFS site to track it. It may give an idea when you received acknowledgement as well trace back to some email notifications you would got.
 
Anyone else here with a Date of Acknowledgement of 14th Feb? I got my Original docs back on the 17th of Feb.
