Good day.

I am a holder of overseas citizenship of india card. I'm a citizen of the third country, other than India or Canada. Obtained my OCI card as my father is Indian citizen. I was to India only twice in my life for three weeks in total. I also have U lifelong visa in my travel document of the country of my citizenship.

Now i received ITA and filling my application.

As far as i concerned overseas citizenship of india card is considered as travel document. It is not a permanent residence or citizenship.

Should i include overseas citizenship of india card in my profile by adding it as a travel document?

Should i answer yes or no, when the question about permanent residency in other countries is asked?

Should i get police certificate from India?

Kindly ask you to help me.

If something is not clear in my question or additional information is required - please ask and i provide it.

The OP is saying that it is only a travel document. You suggest that it is a permanent resident card.

For permanent residents of a country I believe that PCC would be required going by the general EE requirements. But I am not sure of the particular case where one has rarely ever set foot in that country.

An OCI card confers a permanent right to reside in India indefinitely, so it's both a travel and permanent residency document. You cannot travel without a passport and only an OCI card however, and even to enter India you have to have the passport which is linked with the OCI card and has the U visa when you go through immigration to be admitted. .

As for whether you need a PCC from India because of that, I'll defer to someone else. I would think you don't need to provide one unless you've lived there in the last 10 years but someone more knowledgeable about that should answer that question.
