The "60,000" is the approximate number of immigrants that Canada accept each year as a federal skilled workers. It was 76,964 Federal skilled workers admitteed in 2008. If they set 20,000 cap for federal skilled workers for a year, then the number will be "decreased", right?

No please but find out from them if they can send to you directly. From my experience, they only send you 1 personal copy and thereafter to overseas addresses on payment of an extra fee. They will accept the documents from the date they stamp the receiving date. When the document is received at the CIO, office even at the reception, they mark the date and usually that date should be applicable, but what I have seen and heard from my friends, that when the documents packet is forwarded to the right department that date is marked and usually if your packet reaches them on 1st July they usually send it to the department same day or next day and that date is marked.happiness said:what is somebody has couried his documents on 25th June and would be reaching say for e.g. by 4th july..

Actually they do not need the original to validate your results. I am not sure CIO or VO has specifically requested for original results, photocopy could be adequate. However, be warned that if they have requested for originals, please give it to them!
