Obtaining chinese police certificate

Hi Guys, My application was rejected because of an issue with the Chinese police certificate. I lived in China for 3 years from Sep 2012 until July 2015. However, the police certificate was issued from Sep 2012 until JUNE 2015. The certificate was issued until June because this was the period when I was studying (Some Chinese cities only issue the certificate for the period that the person was studying). In the last month (July 2015), I was just waiting for my flight to go back home (Colombia) and doing traveling within China.

My application got rejected because my certificate was short 1 month. Now I got a new invitation to apply, what would you advise me to do so that it does not get rejected again? btw, I can't get a new police certificate for that month (already tried).

Also, I was thinking to write in address history only the period when I was studying (until June 2015), and in the travel period the last month (July 2015), but I am not sure whether this is a good idea.

I have a similar problem though my certificate is only short 5 days because the hotel where I stayed after arrival did not bother to register me.
My immigration consultant told me that I have to provide a letter of explanation where I explain why it is impossible to get a certificate for the entire time. Did you submit such a letter with your previous application?

on the second part, I'm not an expert, so can't really be helpful, I'll just say what I think: If you did not change your address after June 2015, then you probably should not do so, since it might be viewed as misrepresentation. However, if you were travelling, it might be a good idea. But again, the certificate has to cover the whole period of your uninterrupted stay... So, I guess, the only way is a Letter of explanation attached to the certificate.

Each City in China has a different procedure.

For Shanghai is very easy. You might need to contact an agent. I did it with a friend. The procedure is to go first to a police station and then to the notary. If you are a student, the station needs to be near or inside your university.

I dnt have my temporary resident permit.I think I lost it while shifting.Will I still be able to get PCC?
Do u know any agent who can help me I. This? if you can tell me how much total time it will take if I send any of my known person?
