Obtaing Open work permit after have applied for family sponsorship

Hello,
I have applied for family sponsorship and submitted it to Canada embassy in Japan.: I have married to Canadian man.
I cureently hold a temporary work permit in canada, and my job requires me to live in work place, which means i have just got married but I cant live with my husband. So I am thinking applying for open workpermit. A few people arounds me claim that i submitted my application out of canada so, I am not eligible to apply for work permit. I have read CiC website and i havent find out and restrictions that people apply for family sponsorship can not apply for open work permit. Is there anyone could tell me clearly please?

Only inland applicants qualify for an OWP. This is stated in the guide.

Are you sure the application package was submitted to the Canadian embassy in Japan? Spousal sponsorship applications are supposed to be sent to Mississauga.

Agreed that only inland applications qualify for an open work permit.
