I live in Brampton. I was invited for test on july 30, 2015 and successfully passed

1. when I live in Brampton, why was I being called at Scarborogh location for test.

2. The online shows decision made since middle of september, 2015 BUT no oath yet....Where is my oath date?????

I am bit confused since 3 months has gone
 
1. You should thank them that they invited you for test in Scarborough, the waiting time for test at Mississauga office is too long... They have transferred your file to Scarborough office for faster processing.

2. Congratulations for the "decision made" status, but you may have to wait two more months or less/more for oath invitation.

Oath is usually given in the same office where you take your test.
 
Someone told me that citizenship department updates information on every Tuesday.....

What is the right time to check? Should I check on Tuesday evening or next day?

As per the following website, ecas updates on Tuesdays:

However, updates on e-cas can happen any day during the week. It happened with me and with various members of this forum.

Once there is an update from cic's end, it will take around 2-3 days for updates to show in ecas on the client side.
 
My friend from brampton appeared for a test in scarborough with his wife a day before I gave the test. He already got the oath last week and I haven't got even a letter for oath.\

How does citizenship department opts oath dates for people? Is it alphabetically OR first come first serve bases?

my eacse got updated for oath invite on Friday morning, so I think Tuesday is not the only day they udate e cases.
 
If your clearances expire while waiting for the oath, they have to be redone adding to the waiting time compare to someone whose clearances remain good.
