With abundance of resources at the disposal of CIC, the excuse of workload does not make much sense. CIC knows the process bottlenecks, how it causes inconveniences to candidates and might know the solutions too and but DOES NOT want to resolve them.
When candidates met required criteria why their files gathering dust for years. CIC department acts without any accountability, Online show status "In Process" for ever. As such, things moves at snails pace. CIC has Call Center staff who mostly acts as attack dogs....
Honestly speaking, CIC can do much better if it has will, transparency, accountability and been monitored by some federal agency.

At times the Call Center agents rudely tells, you had RQ and must wait till the completion of 36 months even to follow up. After all, the CIC work as 3rd world country's charity organization without any accountability to the candidates. Perhaps CIC is the only department where CITIZENS are NOT affected. Thus, government got no pressure to improve it neither the MP's are bothered as candidates are no voters. In reality after becoming citizens ONLY, they will be confident to contribute more for the adopted country in terms of buying the properties, spread over the country than to concentrate in few pockets and ease the pressures on cities infrastructures.

This is true. They piled up cases without segregation to pass the new citizenship and immigration bill. I would be surprised if there is not a lawsuit. I will be excising my rights soon if I don't hear from them.
