Dear Sir, I'm Babu and was working in Dubai for nearly 10 yrs. Due to my mother's death, I was back to India and could not return to Dubai because of my personal circumstances. Unfortunately, I was having a bank loan and credit card backlogs in Dubai, which I haven't cleared. Now I'm planning to move to Canada, will this credit backlogs will affect in obtaining a Canadian visa.

What you need to worry about is providing a police certificate from Dubai. If your bank approached the authorties regarding your un cleared payments, then this could be an issue. If your name is not listed with the police then your fine, as long as you can provide a bank letter as per CIC requirements.

To the best of my knowledge - yes, this will impact you if your bank has reported your debts. You need to provide a police certificate to be approved to immigrate to Canada. However UAE won't provide a police certificate if you have outstanding debts. I believe you will need to pay off your bank loan and credits card debts.
