I'm quite convinced that pending citizenship applications are due to the changing government. When I attended my oath ceremony in Dec, there was a recording of PM Justin Trudeau welcoming us as citizens. It makes sense they would need to have a recording from the new Prime Minister before scheduling and processing new oaths. Mark Carney is only a "placeholder", after all.

Once the new PM takes office, I assume it will take about a month for them to record the new welcome message and appoint a new immigration minister before we'll see oath ceremonies being scheduled again as new administration settles in.
Mine in March (Calgary) had no PM video. I think this depends on your events office and has nothing to do with our perceived recent delays.

My wife's LPP has been complete for 6-7 weeks now, whereas my application had only a 5-day gap between LPP and Oath. The changing government seems to be the only explanation I can see for this discrepancy. I'm just speculating, of course.
 
If I wasn't lazy, I'd make an ATIP request for any directives/memos given to IRCC staff since March 15 from the immigration minister, other ministers, or the Prime Minister. I'd also have to pay $5 probably since it's not a request for personal information and instead a request for government records.

usually one knows when you get a test request. For e.g., my email came from the Niagara IRCC office. You will see the office location in the actual email and/or address location. Sometimes application does get moved around, but thats too much to worry about. From what I have seen background checks happen through the Vancouver office for most applicants, as finger prints get sent from RCMP directly there. This is what I know, someone else can correct me if I am not fully in the know.

The events office is likely the one closest to you and will be the one scheduling your test and oath.

Thanks for the correction and clarifications. At this point you should be an officer at IRCC. Have you considered applying? you know you would WOW them during the interview process with your knowledge of the process and recommendations on improving it.

I did not get any FP request and my LPP is also done. In my tracker, everything is completed except citizenship ceremony. It say's "Not started".

Except at times the events office may be changed. Mine was initially Scarborough and then in early March my events office was moved to Mississauga, which is considerably closer to me. My test invite was from Scarborough. I'm in GTA.
Ordering your GCMS notes will provide you with your primary/secondary processing offices and your events office.

IRCC is clearly in a holding pattern this past month. Very few LPPs and oath ceremony scheduling have been processed this month (April).
Lots of speculation as to why, but regardless, most Nov and Dec applicants are now in a holding pattern. We can only hope that we will see massive movement in May.

I requested CBSA GCMS notes for her a few days ago, so we'll see if anything has changed, but at least through 3/24, they did nothing else.

I question everything about how ircc works now

have you tried calling the agent and asking when was the last time the file was touched

apparently agents can see when the file was last seen by an agent

They all show not started, status updated Nov 19 with a due date of Nov 14. I don't know what the "due dates" really mean in GCMS. They don't seem to be taken as anything. The completeness check was Nov 19 when I'm assuming the LPP statuses of "not started" got generated.

this tracks, when i ordered my cbsa notes, it was last worked on Feb 13 and LPP not started and this was received march 28th. I ordered my notes again just before the easter holiday so i'm waiting for that. but this is just weird. i'm also concerned the processing time will definitely go up next month, further dragging this out
