That's correct, there's no minimum requirement, but they will still want to check your financial status to ensure you're not on welfare (receiving social benefits) and/or that you have ability for financial stability if you're unemployed. They still want you making something, and if not, to ensure that you can obtain funds (legally, of course) through some other means in order to support the principal applicant (since they don't have access to work, medical, etc.) And if you aren't financially stable, they could still deny your application for lack of financial ability.
