The note reads Case analyst - recommended pass. But the main note reads eligibility passed so it means that my eligibility will still be reviewed by a third officer.

The eligibility takes place in two stages. First an analyst or an assistant will review and make a recommendation. This can be recommended passed / Met / etc. This recommendation is then reviewed by an officer who makes a final determination. The terminology used such as met / recommended passed / passed an no relevance.

Instead see your assessment on page 2 of the GCMS notes and see the corresponding notes in the last 2-5 pages.

If your most recent note for eligibility looks like this, then your eligibility is conclusively passed by an officer.



If your most recent note looks like this, this is a recommendation from an analyst or an assistant, and only after a final determination by an officer, will your eligibility be passed and then your security will be initiated.

 
Having gone through the GCMS notes, I found out the recommended pass note on 27th January. That was when I received ADR for IMM 5406. But through other sections, the Eligibility status changed to pass on 23rd March 2020.
How long did it take to receive GCMS notes? I applied on 31st August and no response yet. My AOR is also Nov 14 but no progress update so far.
 
I applied gcms on 26 August, nothing so far
I also raised a webform on 14th August and haven't received any response. It is a sad state of affairs that all of us are clueless about our PRs.

Canada has resumed the application process for inland applicants. Hopefully they’ll resume it for outland applicants too but i think it’ll take some time. I am hoping the process will resume in November for sure. For now, we can just hope for the best and wait.

i am inland applicant ,NOV 9 AOR- no updates

An update in my case AOR 27 Nov 2019 VO Sydney Nova Scotia PNP outland

My eligibility became passed since July 2020 (met since January)
Security not started
Criminality passed since January
Background verification is valid according to previous webform

Writing this again: I applied for GCMS notes through my cousin in Canada. The confirmation email stated that they’ll issue a permanent tracking number, which will replace the temporary one they issued in the email. Can anyone comment on this? It’s been over two weeks now and no permanent tracking number.

The permanent tracking number does not come. Instead, you will receive the GCMS directly to the email. Wait another 1 week or so and you should receive the notes based on current trend.

I had applied on 2nd April and got them on 29th I guess. Haven't applied again as it is useless to do so now.
