Medical request Jan. 16
Medical result received sometime in Feb
Background started at the end of Feb or Beginning of March.
Eligibility started April 29 (I am not sure that's what ECAS shows)
DM April 30

Application Received: November 1sth.
AOR: November 20th.
Medical Request: January 15th.
Medical Exam completed: February 5th.
Medical Exam Passed: February 14th.
OWP Approved: February 19th
Background Check still processing
Eligliability Passed: April 30th, 2019.

Not really sure what Eligliability Passed mean.

You don't need to change your last name for purposes of marriage in Canada. My husband and I submitted our entire application and I'm still keeping my last name.
