you are eligible for urgent processing since your job is affected.

Unfortunately, that is untrue. he cant apply for urgent processing on those grounds. You can get approved for urgent processing only if your job specifically needs Canadian citizens which can be some of the high-security govt jobs like with CRA etc

I agree. On an optimistic note, AOR's can trickle in from 3rd week of January for early November applicants.

Not sure if this helps, but just because your PR card expired doesn't mean you are no longer a Permanent Resident. Your status in Canada is still a "Permanent Resident". It is exactly like the case of a passport, just because your passport expired doesn't mean you are no longer a citizen of that country. PR card is only a document. Your status will remain a Permanent Resident and therefore you are legally authorized to work in Canada. Many workplaces require your SIN card number and from that they can determine your status. I believe the first three digits of the SIN card tell whether you are a Permanent Resident or a foreign worker, but I might be wrong(not too sure of that). Your SIN card is active for 99 years or so. Hence, if you haven't voluntarily renounced your PR status, you still continue to be a permanent resident and can work anywhere in Canada.
If the first number of SIN number is 9 that mean TEMPORARY STATUS in Canada. To verify the employee's status, employers just look at the first number of SIN card.
The mate's situation doesn't affect his ability to work in Canada.

One quick question, for a case of family application, does CIC send AoR to each family members individually?

yes. If you have provided same email id for all applicants in your family, then you will receive separate acknowledgement emails individually...
