Thank you so much! I have been following your case and I really hope you get PPR soon! Does RR in LOE really affect an application even though eligibility is recommended pass/met?
LOE will always get RR because that document needs to be read by the case officer. So if a case analyst notices a LOE then it is automatically marked as RR.
 
Just an important note: I didn't receive my PPR via email at all. Only got an email that I had an update on my portal. The PPR was in my messages entitled "Request Letter." I think this depends on visa office.

Since jan 17 the status was; Eligibility Met, Criminality Passed, Security Not started. No one touched my file for 7 months but once they did it was just a matter of clearing the remedicals.

The Letter states following including a link to the services internet site:

We are pleased to inform you that you, your spouse and dependents can now receive free pre-arrival services funded by the Government of Canada. These services are available before you arrive and are meant to better prepare you for life in Canada.

Pre-arrival services are provided on behalf of Immigration, Refugees and Citizenship Canada (IRCC) by settlement service provider organizations. These service providers offer free information to help you with:

• Living and working in Canada;
• Getting your education, work experience, and professional licenses and
certificates recognized in Canada;
• Connecting with employers, and with free supports when you arrive in Canada,
