What does eligibility under review actually mean? It means some section has RR or final officer has to review it?
agent said , it is part of your application ,, it is checking of all the docs you provided for job or other that making you eligible for score cut off by senior Visa officer

Does Lufthansa or Air Canada website list any email or phone number we can contact?
And were there any stops for you? If there is 2-3 hr stop, what happens to the pet? Will you have facility to take them out, feed them etc?
And in cabin, are they supposed to be kept always under the seat? Can't even take a peek? To comfort or something?
Yes they do have numbers, and some require that you call them an confirm booking with pets. There's was a stop for me in Toronto ( after 10h on flight) and they have a pet area, most airports do. My dog was peaking out of open bag all the time, worst that can happen is they warn you to close it but they understand. Basically if the person next to you is ok, you have nothing to worry about.

Even I have one for UK. Do you reckon it is because of UK travel history it might be taking longer??
I dont think or rather hope that regular travel history should not delay application. My application has probably 30-40 entries in travel history due to nature of my job. If one travel history delays application by these many months, I shudder to think what will happen to my application :)

@Immigration_guru @legalfalcon just a quick question Pls, is eligibility "under review" and "review required" same thing or these are two different terms. I believe they mean two different things but I just want to be sure, spoke to an agent and he says criminality and medicals passed, security not started and my eligibility is still under review. Secondly is criminality usually checked before eligibility or there's no straight pattern to it.
The stages of an application are:

R10 - completness check
Criminality - Based on your PCCs, and if your are inland, will be pending until RCMP is received
Medicals - Is done in the first 39-45 days, usually around R10
Eligibility - Only after Medicals and R10 will the eligibility start.
Security - Only after eligibility is conclusively passed by an officer, will the security commence.

When an agent says that the eligibility is under review, it merely means it is in progress.

The eligibility takes place in 2 stages. First an assistant / analyst will review the documents and make a recommendation. This can be Recommended passed, Review Required, Met recommended Met etc. To know if you have a RR, you will need to see the GCMS notes.

Once the recommendation is done, the officer will review and make a final determination. This is when your eligibility is passed.

Under review can mean either it is in progress, or the first stage is done.

Also a RR by itself is not a reason to panic. I wrote an exhaustive post and posting it here.

Understanding “Review Required”*

A lot of applicants see “review required” in their GCMS notes for eligibility. There are many theories floating around with regard to what “review required” means and if it is alarming.

Before I venture into explaining the significance, it is important to understand that each application goes through the following stages as per the Immigration and Refugee Protection Act and the regulations (Canadian Immigration Law):

R10 – Completeness Check
Criminality
Medicals
A11.2 – eligibility
Security

Out of the above, the most important stage is eligibility. This is also the most time-consuming stage because your documents have to be verified, evaluated and assessed to ascertain that you meet the eligibility criteria for the program you have applied (FSW / CEC / FTW). To stream line this process and make it easier for an immigration officer (decision making authority), all applications are first evaluated by case analysts or program assistants. They review the documents and summarize it in the GCMS. If they have any concerns with any document or want the immigration officer to carefully look into a specific document, they will flag it as “review required.” It is the content of the note that is important here. If the review required is for a specific document, while the summary of the note says that an applicant has met the eligibility, or “ready to finalize” it simply means that while the applicant has met the eligibility criteria, but the specific document needs a careful examination form the officer before promoting (eligibility pass) by the officer.

However, if there are concerns, there will be a review required for the eligibility, and there will be no text to the effect “ready to finalize” or pass. The note will specifically state job duties do not match, or the employment cannot be verified, or the number of years of work experience claimed cannot be verified. This is where an application can land in muddy waters. But the final decision rests on the immigration officer. He may override the decision of the analyst / assistant or go with the analysis of the analyst / assistant.

Even in cases where the analyst / assistant is of the opinion that the applicant has met the eligibility, and there is no “review required,” the officer can replace it with his own opinion. Though rare, but it does happen. This is why the eligibility is only passed when an officer conclusively marks the eligibility as passed.

Finally, there is “review required” for PoF. This is the most common in many applications. This is because, the financial and banking practices of each country are different. Eg. Fixed deposits are know as Certificate of Deposit (CD) in the US. Similarly, treasury bonds, mutual funds, stocks, and many other investment vehicles are there. If your PoF anything other than a bank deposit, it is more likely that it will be marked as “review required.” Also, IRCC does not go by day to day fluctuations in FOREX. Instead, the Canadian federal government issued a quarterly conversion rate for all FOREX vis-a-via CAD. If your PoF is in a foreign currency, then you may have “review required” for the officer to make a determination.

Just because you have “review required” does not mean that you hit the panic mode. Instead, read the context in which it is there. If there is a concern regarding a document, you can send a replacement document via CSE. The most common reasons for RR are:

1. Work reference letter without job duties
2. Work reference letters missing all the details requested by IRCC
3. If you submitted a letter from a colleague because you were unable to get one from your employer, but did not have a LoE on file, this too will lead to RR.
4. Not sufficient work experience in the primary NOC.
5. Inability to verify your employment as your employer details are missing.

There are just some of the scenarios.

Agents have no idea whats going on with the file , each one have his own opinion

called on 1 apr - eligibilty met ,,, security under process
called on 9 may --- agent said eligibilty recommended pass
called on 15 may ( after 6 months completion ) - now saying eligibilty is under review ,,,, even he sad previous agent may be wrong there is no such thing like recommended pass ,,, and once eligibility pass then we will start your security checking

The call centre agents do not have access to your entire file. They can only provide the status. In the call centre, some immigration officers do take calls, and if you are lucky, that they respond, either they can be nasty, or very helpful and give you all the answers.

I instead submitted a self attested affidavit with job responsibilities listed. I submitted all other employment docs likepaystubs, itrs, confirmation and promotion letters.. Am just worried about thhe review required on this.. Would appreciate your views on this.. Thanks for all ur support.

I got the answer to my query where I had requested that at what stage is my file at,I got a reply that background checks are in progress.The reply that I had got to my query back in March was background check is not initiated.Does this mean IP2 again :D haha

I instead submitted a self attested affidavit with job responsibilities listed. I submitted all other employment docs likepaystubs, itrs, confirmation and promotion letters.. Am just worried about thhe review required on this.. Would appreciate your views on this.. Thanks for all ur support.
A reference is a mandatory document. As per IRCC:

The following documents are mandatory for each work experience declared:

  • a reference or experience letter from the employer, which
    • should be an official document printed on company letterhead (must include the applicant’s name, the company’s contact information [address, telephone number and email address], and the name, title and signature of the immediate supervisor or personnel officer at the company),
    • should indicate all positions held while employed at the company and must include the following details: job title, duties and responsibilities, job status (if current job), dates worked for the company, number of work hours per week and annual salary plus benefits

If you did not submit one before, do it ASAP visa CSE (webform).
